Jesus “Jesse” Manalastas Robredo, (May 27, 1958 – August 18, 2012) also known as “government man” was born in Naga City, Camarines Sur. He was the third of five children of Jose Chan-Robredo, Sr. and Marcelina Manalastas-Robredo.

In 1988, Robredo was known as the youngest mayor in the Philippine history when he was elected Mayor of Naga City at the age of 29. During his time in city hall, Robredo was known to his law-adhering style of governance. He was able to get the people participation and stakeholdership in governance that made Naga City the premier city of Bicol Region. He was credited for transforming Naga City from being dull and lethargic to being one of the “Most Improved Cities in Asia” as cited by Asiaweek Magazine in 1999.

In 1995, he was also elected as President of the League of Cities in the Philippines in recognition to his skills and competence as a leader. He headed the Metro Naga Development Council and served as the chairman of the Bicol’s Regional Development Council that is composed of six provinces and seven cities from 1992 to 1998.

On July 9, 2010, he was appointed as the Secretary of the Department of the Interior and Local Government (DILG) under the Aquino administration after serving as Mayor of Naga City for a total of 19 years.

In the afternoon of August 18, 2012, while on his way back to Naga City after an official agency engagement in Cebu City, the Piper Aircraft carrying him crashed into the off shore of Masbate and never made it to the airport. Secretary Robredo’s body was retrieved three days after its crashed in the open sea.

The whole nation mourned in the sudden passing of an icon of good governance and was given a state funeral. He was conferred with different posthumous awards and one of them is the most recent and the highest national recognition to be given by the Republic of the Philippines to an individual, the Quezon Service Cross.

The Quezon Service Cross, a decoration conferred by the President of the Philippines with the concurrence of the Congress of the Philippines to Filipino citizens for exemplary service to the nation in such a manner and such degree as to add great prestige to the Republic of the Philippines, or as to contribute to the lasting benefit of its people.

Secretary Robredo is one of the only five recipients of the award since its creation in 1946. The other four conferred with the award is the President of the UN General Assembly Carlos P. Romulo, President Emilio Aguinaldo, President Ramon Magsaysay, and Sen. Benigno S. Aquino Jr (posthumous).

In recognition of his contributions to nation building, the late Jesse Manalastas Robredo, former Secretary of DILG will be featured in a special stamp issue in his 55th birth date on May 27, 2013.

Malacanan Palace 150 years Sesquicentennial

$

Malacañan Palace is the official residence and workplace of the President of the Republic of the Philippines and is located along the Pasig River in the old Manila district of San Miguel.

The first recorded owner of the property was Don Luis Rocha, a Spanish aristocrat. The structure was originally built as a summer house, described as relatively modest. Don Luis Rocha sold the property in 1802 to Colonel Jose Miguel Formente and was later purchased by the state in 1825. Since then, Malacañan Palace became the temporary summer residence of every Spanish Governor-General.

The great 1863 earthquake that struck Manila destroyed the Governor’s Palace in Intramuros. By virtue of a Superior Decree, dated June 11, 1863, the official residence of the Governor-General was transferred to Malacañan Palace. After 1863, the Palace has been occupied by 18 Spanish Governor-Generals, 14 American Civil Governors, and the Presidents of the Philippines, except President Emilio Aguinaldo.

During the American Administration and during the presidency of Ferdinand Marcos, many administrative buildings were constructed and the Palace extensively refurbished and remodeled.

Today, Malacañan Palace stands on a sprawling complex and is the seat of political power in the country. Its present occupant is His Excellency, President Benigno S. Aquino, III, the 15th President of the Republic of the Philippines.

To commemorate the Sesquicentennial (1863-2013) of Malacañan Palace, the Philippine Postal Corporation is issuing a special stamp with a denomination of Ten Pesos. The stamp shows the façade of Malacañan Palace viewed across the Pasig River and the Official Seal of the President of the Philippines

The Philippine Postal Corporation (PHLPost) officials led by Postmaster General Josie Dela Cruz and Chairman Cesar Sarino inaugurated on May 29 the first privately operated Postal Station owned by Techno-Point I.T. Consultancy Services in Caloocan City Hall Complex.

Highlights of the activity includes the signing of the Memorandum of Agreement between PHLPost and Techno Point I.T. Consultancy Services and also the signing of the first day cover of the Private Mailing Stamps produced exclusively for the Postal Stations to ensure security and proper monitoring of its operation.

The Postal Station is one of PHLPost’s answer to the call of President Noynoy Aquino for government agencies to venture into Public-Private Partnership.

It aims to give business and livelihood opportunities to people who want to enter in this kind of activity without having to invest large capital. Also, it is PHLPost`s way of bringing the postal service closer to the mailing public.

Any would-be postal station operator will have to pay an accreditation fee of P20,000.00. Sixty percent (60%) of which (P12,000.00) shall cover the marketing tools and equipment, the starter kit and the training needed to operate.
